After the Russo-Japanese war, Japan realized that modernization of their navy was needed. They developed the Hachi-Hachi Kantai program (Eight-Eight Fleet). The intention was to add 8 new modern battleships and 8 cruisers to strengthen their fleet in the early 20th century. The Isokaze class was a by-product of the program, as faster destroyers were needed to escort the newer, faster battleships, such as the Fuso and Ise Class. Four of the ships were developed and were essentially improved versions of the previous Umikaze class destroyers.
